stop JCache access expiry from writing every hit

Under AccessedExpiryPolicy, every get rewrote the wrapper's deadline
and called setExpiresAfter, which takes the node lock and queues an
UpdateTask, so each hit paid what a write pays (~2.2 us on 8 threads).

The adapter now skips both writes when the millisecond deadline is
unchanged, and setExpiresAfter queues the reschedule only for a
shortening or an extension beyond the 1s tolerance, leaving a smaller
extension to the wheel's sweep. A hit now costs ~175 ns.
