chore(python): drop support for python 3.10 (#846)

* chore(python): drop support for python 3.10

Python 3.11 is now the minimum supported version. Remove the tomli
fallback in favour of stdlib tomllib, and raise dependency floors that
did not support 3.11:

- coverage >=6.5 (first release with cp311 wheels); the [toml] extra is
  a no-op on 3.11+ from 6.4 onwards and is dropped
- pyyaml >=6.0.1 (releases before 5.1 crash on 3.10+ due to
  collections.Hashable; 5.4-6.0 sdists fail to build under Cython 3)

CI drops the 3.10 jobs and pins the PyPy job to 3.11 explicitly. Lint
tooling now targets 3.11 (ruff infers it from requires-python).

Python 3.10 is no longer supported. The minimum supported versions of
``coverage`` and ``pyyaml`` are now 6.5 and 6.0.1, respectively.

* fix(deps): require typer>=0.26.0

coveralls.cli imports typer._click, which only exists from typer 0.26.0
onwards (where typer vendored click). Older versions fail at import.

* chore: correct coverage version references in comments

report_core was introduced in coverage 7.2.6 and the co_lnotab
deprecation warning on py3.12+ was fixed in 7.0.2.
