CI: run on merge_group events (#47)

Without this trigger, CI does not run on the `gh-readonly-queue/*`
branches that GitHub creates for merge queue entries, so every queued
pull request would sit until the queue's check timeout expires and then
be ejected.

This matches Qiskit.jl, which already runs CI on merge_group.

Enabling the queue itself is a repository setting rather than part of
this change: the branch ruleset for the default branch needs a merge
queue rule, and its required status checks need to list the contexts
this workflow produces.
