fix: restore responder-certification field to unity_v1_2.json (#77)

The field was defined in unity_v1.json (#10, #21) but dropped when
unity_v1_1.json and unity_v1_2.json were added in 9597ef2, so sites set
up from those have no certification field. Unity reads it through
ResponderCertification, and Reach's OutreachEligibility only admits a
telephone responder who is Certified.
