Unblock config deletion when referrers go away (#6768)

The config controllers block deletion while workloads reference them
and re-check every 30s. #5631 removed their workload watches, thinking
they only refreshed the referencingWorkloads status, but they also
woke the finalizer. Since then a config lingers up to 30s after its
last referrer is deleted, and the envtest deletion specs (30s budget)
have been the main source of operator integration flakes.

Watch the referencing workload types again, mapping each through the
same extractor that backs the reverse-reference field index so the
watch and the deletion check agree. The 30s requeue stays as a
backstop. Tighten the deletion specs to a 10s budget so a regression
fails every run instead of flaking, and add specs for the authz and
webhook configs, which had no envtest coverage, including a reference
dropped by spec update rather than workload deletion.
