Make the templ command configurable (#23)

* feat: Make templ command configurable

Allows specifying the command used to run templ (generate --watch and
fmt) via the new templ-cmd config option, defaulting to "templ". This
enables using "go tool templ" instead of a system-wide templ binary.

* fix: Use templ-cmd for every templ invocation

Also include templ's stderr when the version check fails
and don't panic in Config.Validate without TemplCmd.
