fix lint target paths, move lint config to setup.cfg, wrap long line

the lint target pointed at snowline (copied from another repo). The
lint settings were in pyproject.toml which flake8 and pycodestyle do
not read, so they are moved to setup.cfg (unquoted, using
extend-ignore). autoemcee.py and tests pass flake8 and pycodestyle
(max-line-length=160). One over-long debug line wrapped.
