Make htkeys_sizeof() a plain static function (#1783)

## What do these changes do?

Drops the `inline` hint from `htkeys_sizeof()`. Its only callers are
`__sizeof__()`, which is already `COLD` and called rarely, and the table
copy path, so the hint asks for nothing GCC would not do anyway. GCC
still inlines it into every caller on both the GIL and FT builds.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No.
