fix(tabs): don't throw when removed before the first frame (#2467)

Tabs removed before their first frame threw "Failed to execute 'observe'
on 'ResizeObserver'": while the host is disconnected, Lit's ref leaves
the header ref empty, and firstUpdated() passed undefined to observe().

A callback ref on the header now starts the resize observation. Lit
calls it on the first connected render and again on reconnect, so tabs
that are added again still follow a change of size.
