Do not require docs for @impl callbacks in __using__ macros

Functions defined inside the quote of a `__using__` macro are counted
as functions of the module that defines the macro. Elixir hides
callbacks marked with `@impl` from the docs of the module that calls
`use`, but the defining module gets no docs entry for them at all, so
every injected callback was reported as a missing doc.

Only count functions without `@impl` when looking for missing docs.
