fix(core): reject a malformed namespace before any Kubernetes request (#344)

The trainer tools check a caller-supplied namespace with
check_namespace_allowed(), which only applies the namespace policy. With no
allowlist configured it accepts any string, so a value such as "Bad_NS!"
reached the Kubernetes API and the agent was told the job was not found. For
delete_training_job and update_training_job a DELETE or PATCH was sent for a
namespace that cannot exist. A malformed name was already rejected up front.

check_namespace_allowed() now format-checks a non-None namespace with the
existing validate_namespace() before the policy check. Putting the check in
the shared helper covers every tool that takes a namespace, including the
three submission tools, and any tool added later.

An empty string is rejected as well. The SDK only falls back to the default
namespace for None, so "" was sent to the API as an empty namespace before.

No tool schema changes.
