bug: issue2551433 - filter quiet props after reactor runs

The original code to restrict values in reactor oldvalue to only
changed values also removed quiet values from oldvalues.

This patch keeps changed quiet props in oldvalues, but removes them
before returning from set() so that they do not show up in the
confirmation message in the web interface.

design.txt, reference.txt:

  doc updated to include new class Class get_quiet_props() based on
    get_required_props().

  fix typo list -> dict since get_require_props returns a dict not list.

hyperdb.py:

   new method: Class::get_quiet_props()

   pop all props returned by get_quiet_props() from propvalues before
      returning propvalues.

back_anydbm.py, rdbms_common.py:

  remove code used for tracking/removing quiet props from the set_inner()
    method in both files. (Class and FileClass)

  Update docstring for set_inner()
