Fixed Envelope and BodyPart serialization round-tripping

Envelope:
- Serialize domain-less mailboxes with an empty domain rather than
  "localhost" so that user@localhost round-trips. "localhost" is no
  longer special when parsing.
- Serialize dates with fractional seconds or years < 1000 using the
  ISO 8601 round-trip format.
- Always wrap MessageId/InReplyTo in angle brackets and strip exactly
  one pair when parsing so that values are preserved exactly.

BodyPart:
- Serialize ContentLocation using Uri.OriginalString and fall back to
  Uri.TryCreate when parsing ill-formed URIs.
- Preserve empty ContentLanguage arrays.
- Determine the BodyPart subclass from the serialized extension data
  rather than the MIME type.
- Make TryParse return false instead of throwing on invalid parameter
  names, duplicate parameters, invalid dispositions and numeric
  overflow; only accept ASCII digits.

Added EnvelopeRoundTripTests and BodyPartRoundTripTests which round-
trip the IMAP test-resource corpus plus many edge cases.
