Persist and reconcile job definitions (#216)

* Persist Job Definitions

* Simplify definition reconciliation and remove unused recurring merge API

* Keep storage behavior tests in the conformance suite

* Reconcile LinqToDB definition snapshots inside database merges

* Merge supplied definition records directly into storage

* Persist job definition configuration in relational columns

* Create the LinqToDB definition table from its mapped columns

Declare Name collations consistently with invocation and recurring job names. Use CreateTableAsync for the definition table and retain custom SQL only for PostgreSQL collation creation.
