Fix install and test targets for CI

- install: pip install . instead of 'setup.py install --user', which
  fails with [Errno 17] File exists when the target environment already
  has a python binary (and user-site installs do not land in the env)
- test: build the Cython extension in place before running pytest
  (pytest imports the local lightrayrider tree, which needs the compiled
  raytrace module), and run pytest via $(PYTHON) -m pytest so it uses
  the interpreter make was invoked with
