* refactor(test): rename jest-compat to harness and reorganize the test tree

* rename test/helpers/jest-compat.js to test/helpers/harness.js and drop the
  internal jest namespace; restoreAllMocks() is now a standalone export
* purge the last jest.* usages from 41 test files
* move the 8 flat test files into the test/svgforge/** tree
  (spriter.dimensions, shape.initialization, spriter, utils/index,
  utils/calculate-svg-dimensions, utils/fix-xml-string, custom-template,
  preview-layouts)
* refresh the .devin/wiki.json helper description

* docs: plan the 3.2.0 test-harness removal and 4.x library-style cleanups

Record the deferred work in docs/TODO.md: replacing the hand-written test harness with
native node:test / node:assert APIs, and the library style cleanups.

The harness removal is internal only (test/ is not part of the published package), so it
is not a breaking change and is planned for the next minor 3.2.0 — the library style
cleanups that do touch lib/ stay in 4.x. Also fix the stale test paths in the resvg item.
