📝 Document PlatformSupport in README; fix Synopsis gem name

v0.1.17 shipped Kettle::Rb::PlatformSupport (601 lines: evidence-backed
OS support claims, runner-label mapping, regeneration rake task) with no
README coverage and no changelog entry; the Synopsis also misnamed the
gem as kettle-dev. All edits confined to the hand-editable sections
(Synopsis, Configuration, Basic Usage) per AGENTS.md.

Synopsis: correct gem name, add PlatformSupport as the second public
responsibility with the four-vocabulary warning (CI OS families are
distinct from Gemfile DSL symbols, Gem::Platform strings, and runner
labels), the fail-closed unknown-pair rule, and the regeneration task.

Basic Usage: verified examples for os_family?, runner_label,
engine_supports_os?, supported_os_families/supported_engines, and
engine_os_entry citation access, plus the generate rake task. Output
values confirmed against the local gem before documenting.
