feat(version): version.dependentRanges keeps hand-written ranges on in-repo packages

With "keep", a dependent's range on an in-repo package is left alone while
it accepts the new version, and the dependent is not released for it - in
the in-group cascade and the cross-group ripple alike. A version the range
refuses is an error row naming the field, the range and the version, so
"version" writes nothing. A dependent released for changes of its own has
the lower bound of its ranges raised to what it was built against, keeping
the upper bound. A prerelease neither fails nor raises a range.

The default, "rewrite", is unchanged. Asked for by panates/syncbridge,
whose extensions declare "@syncbridge/common": ">=1.1.0 <2" so a release of
common need not release all nine.
