fix(cicero-core): compress .cta archives with DEFLATE (#957)

TemplateSaver.toArchive called JSZip.generateAsync without a compression
option, so JSZip defaulted to STORE and every entry in a .cta file was
written uncompressed. Pass compression: 'DEFLATE' (level 6) so archives
are actually compressed. Archives remain readable by any ZIP reader, and
template hashes/signatures are content-based so they are unaffected.

Adds a test that walks the ZIP local file headers to check each entry is
deflated and that the archive is smaller than a STORE-only equivalent.

Closes #678
