fix(deps): Migrate to urfave/cli v3 (#180)

Replace the v2 App with a root Command and update the action and Run
signatures to take a context. The custom version flag is marked Local,
like v3's default, so it isn't inherited by subcommands.

Running decompress without a source now shows the command's help as
intended; with v2 the lookup failed and nothing was printed.
