Fix sign of Jupiter's large-phase magnitude polynomial (Mallama & Hilton 2018, Eq. 9) (#5156)

Above 12 deg of phase, the MallamaHilton_2018 model computed Jupiter's
magnitude with 1.0 - (polynomial), where Eq. 9 has 1.0 + the same nested
polynomial written out, so every term after the 1.0 had its sign reversed.
Jupiter then jumped 0.22 mag brighter at 12 deg and kept brightening with
phase. Only an observer away from Earth can reach this branch.
