🐛 Scope docs diff to member subdirectory in monorepos

postprocess_html_docs ran git diff -- docs at the repository root. In a monorepo, member docs live nested (e.g. gems/tree_haver/docs), so the bare docs pathspec matched nothing and timestamp-only churn was never restored — observed as 131 YARD timestamp-only modified files in the structuredmerge/ruby monorepo during release runs. Derive the docs path relative to the git root and pass it to changed_docs_files; restore_file, git_diff, and normalize_generated_metadata already operate on root-relative paths. Standalone repos unchanged (docs at root still maps to docs). New spec covers the monorepo member case; 33/0 in timekeeper_spec.
