fix!: Accept options with an empty message

Accept options whose message is empty or holds only whitespace, such
as a lone direction mark. The grammar in [ICU4C MessageFormat] doesn't
require a message to have any text, and [ICU4C PluralFormat] keeps the
whitespace between the braces of an option as part of its message:

    {name}{count, plural, =0{} one{ and one other} other{ and # others}}

    Before: ErrEmptyOption at byte 24
    After:  no error

BREAKING:

Remove ErrEmptyOption, which Tokenize no longer returns, so code that
uses it doesn't compile anymore. To find empty options, check the
tokens between each option and its terminator.
