fix: publish WASM through exact release and asset IDs (#355)

The WASM publisher created a draft Release, then failed because the Actions credential could not rediscover it by tag or Release listing. Retain the numeric ID from the REST creation response and use release/asset IDs through upload, downloaded-byte verification, and publication.

The publisher still verifies the strict source-bound package and remote tag before mutation, refuses different existing bytes, and rechecks the exact published release, asset ID, tag, and downloaded SHA. Upload redirects are rejected so the credential stays on the pinned upload host. Ambiguous creation and conflicting uploads fail closed.

Validation: 34 focused Python publisher/package tests, Python compilation, and git diff --check passed. Actual main publication and archive attestation verification remain delivery gates after this source change lands.
