packaging: list .github/dependabot.yml as synced identically (#697)

All five packages carry the same file, the same two ecosystems on the same
schedule, and nothing takes a per-package value. PACKAGING.md listed the
Dependabot auto-merge workflow but not the Dependabot configuration itself, so
a file that is in fact shared had no rule saying so.

Found while checking fleet alignment: django-bootstrap4's copy had drifted by a
single trailing-whitespace line, which nothing flagged because the file was not
on any list.
