feat(battery-monitor): support multiple battery monitors

Read BATTERY_STATUS messages by battery ID and maintain an independent,
expiring cache for each enabled monitor. Use a non-zero pymavlink timeout
so queued messages are read, sum cell voltages, and preserve unavailable
measurements as unknown values.

Display each configured battery in its own numbered, scrollable row, with
voltage status based on that battery’s arming threshold. Keep motor-test
safety checks tied to battery 1.

Remove the battery monitor’s parameter upload button, upload-only
dependencies, single-reading API, and compatibility fallbacks.

Add backend, UI, and motor-test regression coverage for multiple batteries,
telemetry loss, and reconnection. Verify telemetry against ArduCopter SITL.
