release preflight: show the hidden commits, and catch a stale lockfile (#694)

* release-check: show the commits it was hiding

The recipe listed only commits touching src/, then printed "Every commit above
must be covered by an entry", which reads as a complete list and is not one.
Anything tooling-only was invisible to it.

That is not theoretical. django-marina 26.3 was cut with nine merged changes
unrecorded, including the coverage floor, the workflow hardening and the CI
gate fix, and django-bootstrap4 found five more of its own the same way. All
fourteen were caught by reading git log by hand, which is the step the recipe
exists to remove.

Two groups now. src/ commits keep the hard rule, since a code change reaching
users without an entry ships invisible. Everything else is printed under a
heading that says to read it, because no rule fits: a Dependabot bump of a dev
dependency is genuinely nothing to a user, while a lint rule or a contributor
policy belongs in the notes. Keeping the filter and adding a second list beats
dropping the filter, which would bury the commits that carry the hard rule in
dependency-bump noise.

A commit touching both src/ and other paths appears in both lists, which the
closing line now says.

Raised by the django-bootstrap4 session after both pre-cut checks I passed on
found real problems there. The justfile is synced verbatim, so the fix belongs
here. Propagation waits until the release PRs open in the siblings have landed,
per PACKAGING.md.

Two fixes to this branch.

uv.lock. I told two sibling sessions that a version bump going through a
release PR running just build would have caught bootstrap4's stale lock. The
bootstrap5 session tested that instead of believing it, and it is false: uv
sync --frozen does not check the project's own version, so just build happily
produced 26.4 ar... (continued)
