test: fail on a taken port when the provider tests start their servers

the oauth1, oauth2, apple, dev and custom-server tests started fixed-port servers
with the ListenAndServe error discarded. With the port taken the server never came
up, and the test failed later on a client timeout that did not name the cause.

startServer binds the listener first and fails the test with the address. It closes
the server on cleanup, so one failed bind does not leave the other server of the
pair holding its port. The listener is bound before it returns, which removes the
"let them start" sleeps in the oauth and apple helpers.
