🐛 Tape all release events: release command gets a ReleaseStateEventTape

The release command never created an event tape (release-state only),
so child kettle-release --events lines and aggregate github_release
events were parsed solely for progress rendering and then dropped.
Thread event_tape through command_results into Workflow; relay every
parsed event (with member attached) from release_event_line_handler and
aggregate_github_release_event_line_handler into the tape before
rendering. Tape now preserves an explicit event type instead of
rewriting it to release_state. Dry-run release creates no tape (no
child streams exist to tape).
