feat(gen): wire the sectionload plugin into plugins.Setup

Add Sectionload to plugins.Config (yaml key "sectionload"), merge it in
Config.Merge, and append the plugin to the list returned by Setup.

Setup is shared by all bobgen-* generators, so no per-driver main.go
changes are needed. The plugin registers nothing unless
plugins.sectionload.enabled is true and the dialect ships sectionload
templates, which today is bobgen-psql only.
