Cache the docker test images in CI (#799)

## What changed

The docker test job saves `postgres:16` and `testcontainers/ryuk:0.8.1`
to the Actions cache the first time it pulls them, and loads them from
the cache on later runs. The image list lives in
`.github/docker-images.txt` and keys the cache, so bumping an image
there invalidates it.

## Why

Docker Hub limits anonymous pulls per IP, and GitHub runners share IPs.
Yesterday's CI on main and on every open PR failed the docker job before
a single test ran, with `No such image: postgres:16` and, from the pull
itself, `toomanyrequests: You have reached your unauthenticated pull
rate limit`. The job pulls the same two images on every run, so caching
them removes the pulls instead of asking Docker Hub for a higher limit.

Logging in with the publishing credentials would also raise the limit,
but it would put those credentials in a job that runs on every PR. The
cache keeps them out of the test workflow.

If testcontainers bumps its ryuk version, that one image is pulled
anonymously until the list is updated. The pinned tag matches the
testcontainers version in the lockfile.
