docs: specify the phpdoc style rules precisely

- scope: comments/docblocks only — not literals, messages or spec names; `composer lint`
  covers tag formatting, prose needs character counting (`awk 'length()'` counts bytes)
- width: <=100 chars filled greedily, fences exempt; a <=80 non-final line with a
  fitting next token flags an old 80-width wrap (`tests/` legacy: re-flow files you touch)
- backtick spans never split; tag text plain; document what Pint actually does to tags
  (aligns, groups, strips backslashes, drops signature-repeating descriptionless tags)
- point to the `phpdoc-comment-style` skill where installed (method + prose checker);
  `AGENTS.md` stays authoritative on every rule
