✨ Pre-clean unreleased installs before release lockfile refresh

The release flow's dependency_floor_lockfiles step runs bundle lock
under release env, but bundler resolves from installed specs first: an
installed kettle-jem 7.1.29 pins ast-merge = 7.1.10 exactly, the
registry only has 7.1.9, and the lock silently checksums the local
build. ReleasePreClean now removes unpublished installs before the
refresh, so the same lock resolves against the registry (verified
live: uninstalling kettle-jem 7.1.29 dropped the lock to 7.1.28 +
ast-merge 7.1.9).
