Migrate to Plone 6.2

Plone 6.2 buildout (scripts-buildout layout) and GitHub Actions, buildout.pm
files removed. Plone 4, Python 2 and the upgrade steps are dropped.

- Generated actions open the send form in a pat-plone-modal (action `modal`
  property); the form and the redirect detect the modal's XHR without
  ajax_load; popups.js and jsregistry.xml removed.
- IRawReadFile for Dexterity Files (replaces the Archetypes reader).
- Overlay error template fills the form macro slots directly (Chameleon).
- pkgutil namespaces, no six/mock, safe_text, configlet icon.
