test: wait without blocking in the HTTP loader timeout handler

TimeoutHandler stood in for a slow server with time.sleep, which blocks the
event loop the test client shares with the server, so the client stalls
along with it and then gets the whole body at once. pycurl 7.47.0 (libcurl
8.21.0) still reported a low speed timeout in that case, but pycurl 7.48.0
(libcurl 8.22.0) does not, and test_load_with_speed_timeout fails once the
lock moves to it.

Awaiting asyncio.sleep keeps the loop running, so curl sees a server that
really waits, and the HTTP loader tests pass on both pycurl versions.
