kettle-rb: add Kettle::Rb::PlatformSupport evidence layer

First phase of spec slice 1038 (platform support matrix): the source of
truth for OS-platform support claims, spanning CI OS families (linux,
macos, windows -- a fourth vocabulary, distinct from Gemfile DSL symbols,
Gem::Platform strings, and runner labels), runner-label mapping, and
per-engine support claims.

Every claim carries a citation so an unevidenced claim cannot be
expressed. Two claims are derived from live APIs on regeneration rather
than curated: TruffleRuby Windows support (scanning all 66 releases finds
zero Windows assets, so windows is "unsupported"; a future Windows build
flips the row) and the RubyInstaller series (the arch keys derive ARM64
support from 3.4, API-verifying the research claim). Unknown engine/OS
pairs resolve as unsupported so a missing claim can never invent CI
coverage.

Mirrors Kettle::Rb::GemFloors: generated data.rb with provenance
constants, injectable fetchers so specs never touch the network, and
rake kettle:rb:platform_support:generate to regenerate. Specs cover the
derivation flip, asset-name patterns, non-version key filtering, Ripper
validation of the rendered data file, and the default fetchers.

kettle-jem consumes this in the next phases (config key, detection,
workflow and README tier-table generation).
