project: bundle libfmt and rewrite install names on macOS

The macOS runtime dependency set excluded libfmt, a dependency of the
tools and of spdlog. Release archives therefore lacked
libfmt.12.dylib.

Bundled libraries in lib/ also retained their Homebrew install names
(for example /usr/local/opt/fmt/lib/libfmt.12.dylib), and the tools
loaded the Homebrew copies instead. MacOSBundleFixup.cmake now runs at
install time on macOS. It rewrites these names to @rpath, adds run
paths to the tools and libraries, and re-signs each modified file.
