fix(release): open tap bumps as PRs from per-release branches

Both the brews and homebrew_casks blocks set branch: main with
pull_request.base.branch: main. With head == base, GoReleaser commits
straight to main through the Contents API and the follow-up PR is
rejected, so the v0.3.6 bumps (3c492cfe, ad15197f) landed on main as
unsigned commits with no review. That only worked because the
HOMEBREW_TAP_GITHUB_TOKEN owner is a repo admin and bypasses main's
ruleset.

Commit each bump to its own branch (brew/holodeck-formula-<version>,
brew/holodeck-cask-<version>) and open a PR into main, so the token
needs only Contents and Pull requests write and nothing bypasses
review, DCO or required checks. skip_upload: auto keeps prerelease
tags from bumping the tap.

The bump commits stay unsigned: GitHub only signs API commits made as
a GitHub App with no custom committer, and GoReleaser sets nvidia-ci
as committer. docs/release.md now says so (it claimed the commits were
server-signed) and documents re-signing the bump commit before merge.
