Remove partial local backup on canceled create with uncanceled ctx

When a create is killed, the error path called RemoveBackupLocal with
the already canceled ctx, so GetLocalBackups failed with "context
canceled" and the partial backup directory was left behind. Seen in CI
as a flaky TestKillCreate (delete local found the leftover backup).
Use context.WithoutCancel for the cleanup, like CopyObject in the same
file.
