Handle PEP 695 type parameter whitespace in whitespace() (#5504)

`visit_typeparams`, `visit_typevartuple`, and `visit_paramspec` removed the space after `[`, `*`, and `**` by clearing the leaf prefix after `visit_default` had appended it. That only works for the lines built by `LineGenerator`: whenever a transformer rebuilds a line through `append_leaves` without `preformatted=True`, `whitespace()` runs again and reinstates the space. The unstable `string_processing` feature does exactly that when it splits a string inside a type parameter default, producing

Teach `whitespace()` the three cases directly, which is where every other bracket and vararg rule lives, and drop the post-hoc prefix fixups. Stable output is unchanged; the existing `type_params.py` and `type_param_defaults.py` cases cover the simple forms, and the new case covers the rebuilt-line path.
