Add ability to override Goose's default migrations table (#14)

* Make the Goose migrations table configurable via dbutil.MigrateSchema.

* Add ability to override the default migrations table in the pg and sqlite subdirs.

* Checkpoint: AI-written tests (that I then invalidated slightly).

* Update tests to track change in 8a4aa2f.

* Fix a couple of gorls items.

* Lint findings.

* Simplify.

* Remove globals, create new constructors instead.

* Update tests to track the change in 9f9ff9f.

* Fix godoc.

* Reject custom-table bootstrap over existing schema
