ci: hold vocs below 2.10 while waku is pinned

vocs 2.10 imports waku's `./router/client-core`, which the pinned waku
1.0.0-beta.8 does not export, so `vocs build` fails and the docs smoke
test breaks (react-dropzone#1531). Ignore vocs >=2.10.0 until it can be
raised together with the waku unpin and verified by the docs smoke test.
