fix(vpa): address review feedback on prediction disruption path

- Default the PredictionEnabled feature gate to false and expose it in the KWOK chart
- Key predictions by workload group, kind, and name rather than UID, matching how a VPA targets workloads, so a recreated workload keeps its prediction
- Only store predictions for workload kinds pods resolve to, and emit a deduped PredictionTargetUnsupported event for other targets
- Document that a registered prediction source is required to hydrate the store
- Mark the cluster unconsolidated when a prediction changes so consolidation re-evaluates
- Add hydration and feature gate coverage for provisioning and disruption
