Bump Go to 1.26.9 and x/net to v0.61.0

Fixes CVE-2026-78669, a denial of service in HTTP/2 where many small
SETTINGS frames changing the initial window size force the server to
iterate over every open stream. The fix landed in x/net v0.60.0 and in
the standard library in Go 1.26.9.

Trivy started failing on main once the CVE was published.
