feat: add the RebootForRepair AWS feature gate for reboot repair policies

Node repair rebooted reboot-clearable GPU faults by default. RebootForRepair (alpha, disabled by default) now decides it: when disabled, the AcceleratedHardwareReady reboot policy replaces the node instead, on the same 10m toleration and 5m termination grace period. Core always runs the reboot controller, so turning the gate off doesn't strand a reboot already in flight.
