* fix(api): reject podGroupPolicy with both coscheduling and volcano set

PodGroupPolicy documents that only one of its members may be specified, but
unlike MLPolicy it carried no CEL validation, so a TrainingRuntime or
ClusterTrainingRuntime setting both coscheduling and volcano was admitted and
both gang plugins created their own PodGroup for the TrainJob. Add the
XValidation marker to PodGroupPolicy and regenerate the CRDs.

Fixes #4060
