fix: Skip all Pattern_White_Space like ICU

Treat every Pattern_White_Space character as whitespace, not only
space, tab, CR and LF: between syntax elements, after plural keywords
and at the end of argument styles. This adds \v, \f, U+0085, the
direction marks U+200E and U+200F, which can end up next to
placeholders in right-to-left translations, and U+2028 and U+2029:

    {x\u200e}  (with a raw U+200E LEFT-TO-RIGHT MARK)

    Before: ErrUnexpectedToken at byte 2
    After:  simple argument x

ICU defines the syntax this way: PluralFormat and SelectFormat
document that Pattern_White_Space between syntax elements is ignored,
MessagePattern skips it with PatternProps.skipWhiteSpace, and
MessageFormat trims it from argument styles.
