Block ZK state transition for Ethereum-based identities (#461)

Ethereum-based identities prove ownership via msg.sender in
transitStateGeneric, so State.transitState now rejects ids whose
genesis has the Ethereum-address layout (high 7 genesis bytes zero).

- Add GenesisUtils.hasEthIdentityShape (returns false for id == 0 so
  the existing "ID should not be zero" check still fires)
- Expose it in GenesisUtilsWrapper and cover it with tests
- IdentityTreeStore tests: replace id 1 (all-zero genesis) with a
  hash-based test id
