[LABS-428] Set "selected_network" to simulator in tests (#21452)

wiring **`selected_network`** through **`BlockTools`**,
**`setup_services`**, and related harness code.

> **Wallet sync behavior** is tightened for simulator networks:
**`WalletStateManager.synced()`** no longer treats simulator as always
synced at genesis—it still requires height catch-up and an empty peak
queue, but **skips wall-clock block recency** (simulator timestamps).
**`get_sync_status()`** can report **SLIGHTLY_BEHIND** when the peak
queue has pending work even on simulator.

> Tests are updated to match: expected **`network_name`** / farming
status / fee RPC **`full_node_synced`**, removal of
**`synced()`-conditional mempool request counts**, explicit
**`testnet0`** where non-simulator behavior is required, and small fixes
(e.g. clearing **`expected_mempool_responses`** for unsolicited-message
tests, **`NewTransaction`** fee tweak in DoS test).
