fix: set the production image WORKDIR so #/ imports resolve (#3570)

The production stage had no WORKDIR, so package.json and dist/ were copied to the filesystem root. Node's package-scope lookup never reads /package.json (src/node_modules.cc: "We don't need to try \"/\""), so the "imports" map added in #3551 was never found and every pod crashed with `Cannot find module '#/app.module'`. Placing the app under /app puts package.json where Node looks for it. Migrations (resolved from process.cwd()) and assets (resolved from __dirname) move with it.
